Looks like its the Froala application.
Make sure you force reload, or clear your browser cache. @dave was doing work on the WYSIWYG editor recently so perhaps the old version is cached in your browser. I just tried in Chrome on my computer and got what you are seeing then did a Force Reload (Holding down Shift in Chrome) and it loaded the editor correctly.

@AaronStorey is correct, but it bothers me that a hard refresh is needed. Most users aren’t going to understand that - I may need to revert the upgrade. 
Next time I deploy I’m going to expire all assets, which should force your browser to refresh the cache. Hopefully that will fix this for everyone.
