Who’s allowed to mark an assignee as “complete” for a Checklist? I setup a test one and assigned it to the scouts for a couple leaders. The leaders can check of any assignee, not just their own scout. Is that because they have “unit” access?

It is likely because they have unit access. If you want them to only have access to a patrol or unit, they need to have that level of access.
