Custom Award Only Appears for WT, not for Nav or Adv

I created a custom troop award for our Navigator and Adventurers. It appears under the Manage --> Settings --> Custom Awards.

However, the custom award only appears for Woodlands Trail when I click on “Start Achievement” for a youth. It never appears for any Navigators or Adventurers. So I am not able to apply the custom award to those in the troop that earned it.
