Manage/Membership Application, Add as Youth, TT Gives Them Wrong Access Level

When approving as Youth Member, I left Access Level = None (that is the default). However, when the account was create it gave them Household level access.

I was able to re-create this issue with our beta Troop, so I’ll let our tech team know about this issue.
