I have a suggestion for how to associate the Merit Badges to Ranks better and get better reporting and visibility.
I really like the association of the merit badge to the rank in the drop down.
I suggest that you expand the drop down to be more detailed.

I am assuming that a lot of reporting could be minor adjustments to include the detail of the missing slots or filled in slots for Merit Badges. Specificly the BOR Worksheet - the requirements could list out each individual requirement.
I think it could be easier to write a trigger that will automatically complete the requirement for the merit badge completion when all the merit badge slots are filled.
