is there a way to limit the webmasters access to edit and control to the intranet and not public pages.?
You can take away his/her privilege to manage public pages, I believe. You would have to check the privileges list. If there isn’t one on there specific to limiting intranet versus public pages (or somethings similar)… probably not. Sorry!
