Assignments - creating a list that you can assign and not just ask for volunteers

I’ve looked at the sign up sheets and you can create a request for people to sign up for assignments but what we really need is a way to create an assignment list that a leader can assign to an adult or scout themselves. We often do that in a meeting, but need a list to keep people on track.
