Can I stop scouts or leaders from sending emails through TT

You can restrict access for members to send to Custom or Magic Mailing lists, but they can always send to individuals. If you go to Communicate, Custom or Magic Mailing lists and select a particular list to Edit, then make sure the Any member checkbox is not selected, and select the members that are able to send to that list. You may also need to have the Restrict emails Basic Email Setting enabled from Edit Troop Settings, TroopTrack Settings, but I am not 100% sure on that one. There is the option to disable TT to send e-mails to members, other than automated reminders and newsletters I think that is an all or nothing, even you would not be able to.
