This bug occurs specifically on the Dashboard page, in the Announcement pane. If you expand the announcement, at the bottom of the announcement appears Details.
If you have the permission to manage announcements, this opens the corresponding announcement.
If you do not have the permission to manage announcements, this tries to bring you to the corresponding announcement, but then the page immediately changes to https://yourdomainhere/manage and you get the error message “Sorry - you don’t have permission to manage announcements”
I’ve tested this with multiple accounts and scenarios and this behavior remains consistent.
