In Beta release, user has Create Announcement button showing up on the Dashboard, but has not been granted the privilege. When button is clicked, user is taken to the Organize your Troop screen and a message is briefly displayed indicating that user doesn’t have permission to manage announcements.
In current production release, the user does not have the Create Announcement button on Dashboard (appropriately so). Create Announcement button should not be displayed if the user does not have the privilege.
