On the dashboard, the “Create an Announcement” link is displayed to all users, regardless of their permission. I would expect this link to be suppressed for users without permission to create announcements.

It looks like you can’t actually make an announcement unless you have the right privileges, but I put in a request to hide that button if a user doesn’t have the privilege.
