Help finding the document for Adult Eagle Scout transfer to Freedom Award

The TLUSA site at https://www.traillifeusa.com/bsa-achievement-transfer/ mentions that there is a document in TroopTrack called “Freedom Award Procedure Guide Supplement for Youth and Adults” but when I use the Power Search box to try to find it I get no results. Please help.
